On July 3, 1888, the Board of Warden and Burgesses established the Torrington Police Department and named Leslie Baldwin as Police Chief for the Borough.was appointed the First Constable of Torrington. The patch was designed in 2017. The patch depicts the American flag in the background, with a representation of John Brown's birth house in the foreground.
